June 13, 2002, is the deadline forÊinterested parties to comment on theÊpolicy and technical issues involved with incorporating lighting, appliances, and photovoltaics into the rating score. RESNET has established a comment page on its web site for interested parties to express their opinions on this issue. The comments will be automatically posted on the web page

RESNET to Amend HERS Accreditation Standards

RESNET is soliciting public input on proposed amendments to the Mortgage Industry National Accreditation Procedures for Home Energy Rating Systems. The proposed changes are to roll the rating provider accreditation procedures, the RESNET Rater Training and Certifying Standard and the National Association of State Energy Officials (NASEO) National Home Energy Rating Technical Guidelines Êinto a single set of standards.ÊÊThe most significant change is the incorporation of the NASEO technical guidelines into the standards. NASEO adopted the technical guidelines in 1999, and now amendments are to be made. NASEO currently does not have the resources to maintain and amend the guidelines. NASEO now believes that the energy rating industry has matured to such an extent that RESNET should maintain the guidelines.

RESNET sees this as a positive step for the home energy rating industry. The industry will benefit from a single set of standards. In addition, the change is required because a number of issues have been identified where the technical guidelines can be updated. These include:
  • Revision of how the guidelines address oil-fired heating systems.
  • Incorporating lighting and appliances into the rating score.
  • Incorporating renewable energy sources into the rating method.
  • Incorporation of accreditation and testing procedures for rating software programs.
RESNET invites interested parties to comment on the proposed amendments. RESNET has posted the proposed amendments and a comments page on its web site for people to express their opinions on the proposed changes. RESNET Incorporated as a Non-Profit Organization

As a result of the input received from the home energy rating industry and the desire to better position the organization as an effective voice for the entire energy rating industry, the Residential Energy Services Network (RESNET) has been incorporated as a non-profit organization.ÊÊÊ

The Energy Rated Homes Board of America Board of Directors has dedicated the last eight months to developing an organization plan for RESNET. A white paper on the proposed RESNET organization was distributed to the stake holders of the rating industry which included all accredited rating providers, representatives of the National Energy Raters Association, rater training providers, and rating software developers.ÊThe response to the organizational structure was overwhelmingly positive. Energy Rated Homes is currently developing the by-laws of RESNET. Once developed, the by-laws will be submitted to the RESNET membership for review and comment. It is planned that RESNET will adopt by-laws this summer and elect the board of directors of RESNET this fall.

RESNET Track at EEBA Conference

RESNET will be joining the EEBA Excellence in Building Conference that will be taking place on October 9-12, 2002, Phoenix, Arizona. As part of this partnership, on Wednesday, October 9 RESNET will have a single day dedicated to home energy rating and residential energy efficiency financing issues. The RESNET sessions will include:
  • Update on Home Energy Rating Accreditation Standards.
  • Opportunities for the Energy Rating Industry in Incorporation Lighting, Appliances, and Renewable Energy Resources into Rating Method.
  • Expanding Business Opportunities with Fannie Mae Partnership Offices
  • Taking Advantage of New EPA ENERGY STAR Home Marketing Strategies and Materials.
  • Understanding and Marketing Energy Mortgages.
  • Rating Business Development Strategies.
A special feature of the EEBA Conference will be a special one-day rater certification training and challenge test. The session will be offered by the Kansas Building Science Institute and will take place on Saturday, October 12.

RESNET Task Force on Code Performance to Meet in Conjunction with National Building Energy Codes Workshop

You are invited to participate in the meeting of the RESNET Task Force on Code Performance. This meeting will present the task force's recommendations on addressing barriers to effective code compliance and a new education program to explain the benefits of performance-based code compliance to the housing industry. The meeting will take place at 5:00 p.m. on July 16, 2002 at the Embassy Suites Des Moines on the River's Mississippi Room.
