Energy Conference Committee in Final Stages of Hammering Out  Energy Bill:  Still Major Differences to Resolve 

The House/Senate Energy Conference Committee is making steady progress in shaping national energy legislation that will be submitted to the House and Senate for final approval.  There are key issues that still need to be resolved.  Senate Energy Conference Committee chair, Pete Domenici (R-NM) has identified these issues as:

  • Senator Grassley and Mr. Thomas seem to be at an impasse over how to reform the excise tax on ethanol, whether or not tax credits to encourage alternative energy production should be tradeable, and whether tax laws should encourage the construction of new, cleaner coal plants and environmental upgrades to existing plants.
  • The House continues to insist that we must provide MTBE producers with faulty product liability protection while continuing to oppose a reasonable phase-down.
  • The House is still insisting on a number of proposals to amend the Clean Air Act.

Dispite these differences, House Energy Conference Committee chair, W.J. Tauzin (R-LA) remains optomistic that the Energy Conference will pass out a bill in the near future.  So far tax credits for residential energy efficiency remain politically popular and are contained in both the House and Senate versions of the legislation.
